They responded within about three minutes of a 911 call from a transportation authority employee, authorities said.

He already has a criminal record (HE WAS KNOWN TO POLICE AND SEPTA) and had overstayed his student visa – but was protected from deportation by the immigration system.
Tucker Carlson Tonight has confirmed that Fiston Ngoy, who was arrested last week for allegedly raping the woman in a brutal attack on a SEPTA train in front of other passengers, came to the U.S. legally in 2012 on a student visa.
However, the 35-year-old Congolese national's visa was terminated in 2015 because he failed to remain a student.
Meanwhile, court records show that he racked up "multiple arrests and two misdemeanor convictions, one for controlled substances and one for sexual abuse." Ngoy pled guilty in 2017 in Washington D.C. to the sexual abuse misdemeanor and was sentenced to 120 days in prison and nine months probation.
He was put in immigration detention in Jan. 2018. However, he was never deported because he received a "withholding of removal" from an immigration judge in March 2019 after the Board of Immigration Appeals found that his misdemeanor sex offense was not a "serious crime" that would have made him ineligible for such a stay.
As a result, Ngoy was released and only had to report into Immigration and Customs Enforcement (ICE) under an order of supervision (OSUP). The Department of Homeland Security says OSUPs involve conditions being placed on those who have been temporarily released from custody, typically involving regular check ins.
Police in Philadelphia said on Monday that the attack on the train lasted six minutes in front of bystanders who did nothing and took out their phones to film. The only person to call 911 was an off-duty SEPTA employee, who called Transit Police officers -- who arrived three minutes later to interrupt the violent assault and arrest the man.

Australia’s long been battling problems of gender equality, sexism, and sexual abuse (including a rape accusation in Parliament and claims of sexual misconduct against members and staff). Now, it’s facing its bleak record on domestic violence. Each week, one woman there is murdered by her current or former partner. And 1 in 3 women (15yo+) have experienced physical or sexual violence. The pandemic has made things worse – forcing many survivors to be kept in close quarters with their abusers. The rise in home costs and rent have only added to the stressors of leaving an abusive environment. Now, lawmakers are looking to make some changes.
Many are applauding the move. Some parts of Australia (like New South Wales) are taking things even further – allocating $360 million to help address domestic and family violence. But Indigenous leaders are calling for a separate plan – saying the national one leaves Aboriginal women behind (a sentiment that is shared by Indigenous women and girls in the United States). Other critics reportedly say there needs to be a larger conversation about the root causes of domestic violence – not just a bandage.
The Australian gov is looking for a pathway of escape for women suffering at the hands of their abuser. But many are saying women shouldn’t be running in the first place. And that it’s the culture of violence that needs to change, not a woman’s home.

(CNN) The Supreme Court in two cases has ruled in favor of police officers seeking qualified immunity from allegations of excessive force. Qualified immunity is a controversial legal doctrine that shields law enforcement from liability for some constitutional violations. It’s been a contested issue as communities have reexamined policing practices over the last year and a half. The qualified immunity debate has also stalled federal-level attempts at broad police reform legislation. The court’s decisions show that it’s not willing, at least for now, to radically transform how it considers qualified immunity cases.
